Gallia County, Ohio - Dog Warden accused in March 2014 of cruelty after an investigation determined that dogs were being killed inhumanely at Gallia County Animal Shelter.
Necropsies on eleven dogs showed that they were being killed using an illegal "heart-stick" method.
One of the dogs was found to have sustained blunt force trauma, another had trauma to its head.
Simmer was charged with 32 counts of misdemeanor animal cruelty for incidents that were reported to have occurred between March 2012 and February 2014.
Simmer pleaded No Contest in March 2014 to one count. 31 counts were dismissed. He was fined $25 plus court costs and ordered to complete a 16-hour course with the American Humane Society.
