New Eagle, Pennsylvania - Accused in March 2014 of throwing a puppy against a wall causing it to be injured.
The incident came to light after Watts' 2-year-old daughter was bitten by another puppy after being left unattended with it. Watts' wife, Kimberly Watts, is accused of stabbing that puppy.
During the bite investigation officers noticed that the second puppy was limping. Watts told investigators that the puppy suffered the injury while playing with the other one. However, a witness came forward stating they had seen Watts throw the puppy against a wall.
The estimated-to-be 13-week-old puppy received treatment for a shattered elbow.
Watts was charged with cruelty to animals, endangering the welfare of a child, and disorderly conduct.
